Navy Cyber Defense Operations Command (NCDOC) hosted a Defensive Cyberspace Operations (DCO) Summit, made of up subject matter experts, action officers, and stakeholders in Suffolk, Va. Feb. 4-5. NCDOC’s Commanding Officer, Capt. Julia Slattery, kicked off the event and welcomed the attendees.
“The purpose of this working group is to ensure DCO efforts are synchronized across U.S. Fleet Cyber Command/ U.S. 10th Fleet’s (FCC/C10F) task forces, to provide insight into DCO capabilities, and to discuss the DCO strategies, policies, plans, messages and key references that have arrived within the last year,” said Slattery. “As the Navy’s DCO leaders and stakeholders, we are charged with several strategic initiatives, including growing and developing the workforce, and maturing task force DCO capabilities.”
The first day of the summit focused on operational priorities, as well as current and future DCO capabilities. The NCDOC Training Deputy Officer, Lt. Houston Benson, discussed current Information Warfare training programs, DCO “bootcamps,” and the future of DCO training for the fleet units. “We believe that in order to preserve the Navy’s cyber warfighting advantage, we must continue to develop and train an elite workforce that is recruited, trained, and educated to better understand the threats that exist inside the information environment,” said Benson. “We are training cyber defenders who will employ DCO warfighting capabilities anywhere around the world.”
The second day focused on understanding the different opportunities and challenges on how different C10F task forces are operating the Navy’s network as a warfighting platform and enhancing defense in depth operations to include the challenges of delivering global Cyber Security Service Provider services to the Navy, trends of cybersecurity violations, and best practices.
The NCDOC Operations Officer, Cmdr. Timothy “Ed” Lowery, concluded the summit by summarizing a list of action items and deliverables fobr the respective task force leads and stakeholders. “We’ve had a lot of very frank and passionate discussions that needed to happen,” said Lowery. “As the DCO mission continues to grow and evolve, we want to enable you so you can do your part of this mission.”
Sean Woodside, the DCO Mission Director for Cryptologic Warfare Group Six, expressed how he looks forward to working more collaboratively across C10F forces. “I really look forward to working with NCDOC on many of these upcoming opportunities, especially with the training and intel SMEs we met here,” said Woodside. “We were able to discuss and further refine how we will better defend our networks in the years to come. By bringing together those who work and support this mission area, we were able to work collaboratively to discuss how we will achieve our common goals.”
Master Chief Cryptologic Technician (Networks) Arnel Oribello, assigned to the Naval Information Warfare Development Center, agreed with the importance of continuing the DCO working group. "Having periodic summits and working groups with the Navy's DCO operators from across the globe is extremely important,” said Oribello. “We all know how fast technology changes, and leadership understands our tactics must be dynamic and agile as well. These new tools, technology, and a smarter workforce, requires us as leaders to look at maximizing our effectiveness.”
NCDOC’s mission is to execute defensive cyberspace operations and enable global power projection through proactive network defense and reports operationally to U.S. Fleet Cyber Command/U.S. 10th Fleet as Commander, Task Force 1020. U.S. 10th Fleet is the operational arm of Fleet Cyber Command and executes its mission through a task force structure similar to other warfare commanders. In this role, C10F provides operational direction through its Maritime Operations Center located at Fort George Meade Md., executing command and control over assigned forces in support of Navy or joint missions in cyber/networks, electronic warfare, cryptologic/signals intelligence and space.
